Project Overview

A comprehensive set of materials was developed and distributed covering the economic, legal, and technical aspects related to the National Animal Identification System (NAIS). As of May 2006, the materials were used as the primary educational materials on NAIS in over 112 meetings with over 8,500 participants, including livestock producers, industry leaders, extension educators, state and federal government personnel, agricultural lenders, congressional staffers, law professors, veterinarians, agribusiness personnel, and university students. Web statistics from the LMIC and National Agricultural Law Center indicate materials were accessed over 92,711 times between 10/15/2004 and 1/27/2006. Extension was able to proactively provide information on potential issues of confidentiality and liability, structural impacts, country-of-origin labeling, and costs and benefits (both internationally and domestically) of the NAIS. Materials were also included on selecting technology providers and a discussion of why farm-to-fork traceability systems are difficult to implement in the United States. Six states were initially targeted for this program including Arizona, Nevada, Idaho, Wyoming, Colorado, and Utah. However, the use of the materials has been much broader than just these states. For instance the National Cattlemens Beef Association has used the materials in their educational activities relating to animal identification. The materials have also been used in classroom teaching at land-grant universities. The materials were recently updated to include more information about animal identification programs in other countries including Australia and Canada. The contribution of the materials was recently recognized by the Western Agricultural Economics Association who presented their 2005 Outstanding Extension Program - Group Award to the team that developed and disseminated the materials. These materials will continue to be used and updated, and will continue to have a significant impact.
