Project Overview
Phase II focuses on estate and succession planning to address Alabama's inherent and chronic problems associated with heirs property; an impediment to individual enterprise and a source of personal vulnerability among minority landowners. Heirs property is a major barrier to asset building and wealth accumulation among minority landowners. The continual erosion of landownership and the loss of Black farmers undermine community stability and cultural continuity. The project engages landowners in estate and succession planning drills and connects the next generation of farmers with the current generation. It produces resource materials on estate planning and farm transition techniques that will engage "heirs" of farmland who wish to keep it in production. Educational programs will be developed; and mentoring and networking opportunities among landowners, stakeholders, and government agencies will be provided. At least 90 minority landowners will be equipped with skills and tools to understand and implement estate and succession planning techniques, develop wills, adopt improved recordkeeping systems, and implement effective risk management strategies. Over 3,500 landowners will be reached through effective outreach and information dissemination. An enhanced website will ensure sustained producer-access to information and resources. In-service training will build and sustain capacity of professionals who directly work with minority landowners.
